Our civilian readers maybe wondering why the Combat Arms Survey was circulated so heavily within the
Department of the Navy. The reason is simple; the Navy is not subject to USC Title 10 Posse Comitatus
prohibitions against using federal military forces for domestic law enforcement. This includes the
US Marine Corps.
